NEW FMCSA Instructions for DOT Drug Tests

The Federal Motor Carrier Safety Administration (FMCSA) recently issued new instructions to specimen collectors and employers in an effort to ensure that only federally-mandated drug tests are recorded on federal custody and control forms (CCFs).

When beginning a collection for a Department of Transportation (DOT)-regulated drug test, specimen collectors need to ask the driver if they hold a commercial driver’s license (CDL) or commercial learner’s permit (CLP) whenever “FMCSA” is checked in Step 1, Line D on the federal CCF. If the driver states that they do not hold a CDL or CLP, the collector needs to contact the employer to verify whether to conduct a non-DOT (not regulated by the Department of Transportation) or a DOT-regulated test.

Further instructions and next steps are listed at the FMCSA’s website. A handy infographic is also provided, found here: https://www.fmcsa.dot.gov/sites/fmcsa.dot.gov/files/2022-07/FMCSA_DOT_DrugTest_Infographic_FINAL-508c.pdf

Certified Training Solutions suggests posting the infographic at all collection sites and ensuring that all specimen collectors are trained on this new requirement.
